The California Legislature adjourned Tuesday, concluding its work for the 2025–26 Legislative Session. Lawmakers will return to Sacramento on Monday, December 7, for an organizational session marking the start of the 2027–28 Legislative Session, before recessing until Monday, January 4, 2027.
With the Legislature’s work complete, attention now turns to Governor Newsom, who will spend the coming weeks considering legislation sent to his desk during the final days of session. The Governor has until 11:59 p.m. on September 30 to sign or veto these measures. Any bill not acted upon by the deadline will become law without his signature.
CSAP is pleased to share that several of its priority legislative measures have successfully made it through the Legislature and are now on the Governor’s desk. CSAP-sponsored SB 16 and SB 561 (Blakespear), along with CSAP co-sponsored AB 2011, have been enrolled and are awaiting action by Governor Newsom. This is the culmination of a year of CSAP advocacy efforts throughout the legislative session and reflects the continued work of CSAP leadership, the Governmental Affairs Committee, members, and advocacy partners to advance policies that strengthen psychiatric care and support patients and the profession.

Looking Ahead to 2027
While the Governor considers the remaining bills from this session, CSAP is already preparing for the year ahead. This fall, CSAP’s Governmental Affairs Committee (GAC) will begin reviewing potential legislative proposals and priorities for the 2027 Legislative Session.
