Now that Proposition 1 has passed, the Department of Health Care Services has shared that planning and implementation guidance on Prop 1 will be released in phases. As DHCS works to align behavioral health funding as required by the provisions in Prop 1, there will be opportunities for stakeholder engagement throughout the policy development process. The Behavioral Health Continuum Infrastructure Program (BHCIP) will distribute roughly $4 billion in bond funds, for which DHCS is responsible. DHCS will work to release the first Request for Application for the Behavioral Health Infrastructure Bond Act in the fall of 2024.
