The Department of Managed Health Care (DMHC) is accepting public comments on the proposed Health Equity and Quality regulation. Interested parties may submit comments to the DMHC during the initial comment period from July 24, 2026, to September 8, 2026.
The Department is giving notice of an initial 45-day comment period for the proposed regulation titled, Health Equity and Quality, as required by Government Code section 11346.4(a). This proposed regulation would add sections 1300.870, 1300.870.1, 1300.870.2, 1300.870.3, 1300.870.4, 1300.870.5, 1300.870.6, 1300.870.7, and 1300.870.8 in Title 28 of the California Code of Regulations. The new documents, including the notice of proposed rulemaking, initial statement of reasons, text of the proposed regulation and incorporated documents, are available on the DMHC website under Open Pending Regulations.
